Le courrier du Vietnam) - Le Département de l'énergie (ministère vietnamien de l'Industrie et du Commerce) et l'Agence allemande de coopération internationale (GIZ) ont pris en charge le 3 juin à Hanoi un colloque sur la présentation de deux carnets : "Informations d'investissement dans l'énergie éolienne au Vietnam" et "Guide des processus de planification sur l'énergie éolienne au Vietnam".
Le projet de l'énergie éolienne de GIZ est financé par le ministère allemand de l'Énergie, de la Conservation de la nature et de la Sécurité nucléaire (BMU). "Depuis 2008, nous coopérons avec le ministère vietnamien de l'Industrie et du Commerce dans le développement de cette énergie au Vietnam. Notre projet a été lancé il y a trois ans et sera achevé fin 2012. Son objectif est d'aider à élaborer un cadre législatif dans l'énergie éolienne au Vietnam" , a fait savoir Angelika Wasielke, conseillère en chef de ce projet.
D'après Pham Manh Thang, chef du Département de l'énergie, le premier carnet fournit les informations nécessaires sur le mécanisme juridique et les politiques d'assistance du gouvernement vietnamien aux investisseurs dans l'énergie éolienne. Le deuxième aborde la méthodologie sur la planification de l'énergie éolienne et le choix des zones les mieux exposées aux vents. Ce carnet se base sur les leçons acquises lors de la planification expérimentale de l'éolien dans la province de Binh Thuân (Centre) sous l'assistance de professionnels allemands.
"Nous pensons que l'échange et le partage des expériences internationales dans ce domaine jouent un rôle très important. C'est pour quoi nous avons organisé des voyages sur le terrain en faveur des cadres vietnamiens en Chine et en Allemagne visant à les initier aux méthodes et leur donner des outils pour faciliter l'élaboration du cadre juridique en la matière" , a dit Angelika Wasielke, ajoutant qu'il y avait eu de nombreux colloques ad hoc au Sud, dont Hô Chi Minh-Ville et à Hanoi.
"L'énergie éolienne est un secteur industriel en harmonie avec l'environnement et contribuera activement à répondre au problème de la pénurie d'énergie au Vietnam, et ce sans aucune émission de gaz à effet de serre, et donc sans incidence sur le plan climatique" , a partagé Pham Manh Thang.
Bien que le projet de l'énergie éolienne se termine à la fin 2012, les experts allemands continueront d'aider le Vietnam à mesurer la vitesse du vent dans les stations situées dans ses dix provinces. "Nous collaborons avec le ministère vietnamien de l'Industrie et du Commerce dans la création à court terme d'un Département des énergies renouvelables pour doper l'exploitation de ces énergies au Vietnam" , a confié la conseillère allemande.
